Current Job Title and Employer: Retired VP Finance & Controller World Bank Group 1997–2025.

Relevant Work Experience: I’m a seasoned finance executive and board member, with over 35 years in international finance, (28 years at World Bank Group), most recently as VP Finance and Group Controller, demonstrating deep expertise in financial operations, risk, audit and fiduciary oversight as a senior executive on key management committees, while directly engaging with WBG Boards & committees, auditors and standard setters; and multiple external advisory boards. In addition to the BankFund, I served 10 years on a non-profit board. I will add value by combining technical acumen with a governance-first mindset, international experience and strong track records in leadership and oversight.

Candidate’s Statement of Desire to Serve: The Credit Union serves an important function, providing accessible financial services for a unique and varied membership. My track record of commitment to members is strong. I served as a Board member [2017–2023] and on all Board committees; plus, the Nominating Committee [2011–2014], and currently serve on the Loan Review Committee [2023–present; Chair 2025]. These roles, and extensive leadership and work experience, provide me with useful perspective on the needs of our membership, and the operating environment. In my most recent VP role with WBG, I sponsored award-winning innovations in technology-enabled finance/banking/payments. As a new retiree, I am still closely connected to the credit union and its members, including younger members, current on governance and oversight issues, and available for deeper engagement as an effective Board member. I am enthusiastic about contributing my experience and skills for the benefit of every member and would be honored to serve.

Current Job Title and Employer: Pan American Health Organization, Financial Consultant.

Relevant Work Experience: I have 23 years of finance experience at the WBG and the UN, working with Boards, senior management, and clients on a broad range of financial and strategic areas. This will make me an effective director on the Board of our Credit Union. My passion, however, is in helping individuals improve their financial well-being. I founded and actively help in the WBG and IMF personal finance community. I also mentor friends and colleagues to help them plan and reduce financial stress. I want to bring that sense of financial empowerment to our Credit Union!

Candidate’s Statement of Desire to Serve: My goal is simple: to work with the Board and management to provide members with products and services to organize, grow, and enjoy their financial lives with confidence. I want to help people make smart financial decisions and I want to ensure our Credit Union is the first place members turn to when they think about achieving financial goals. The WBG and IMF personal finance community that I founded last year is focused on personal finance, investing, and tax matters unique to G4 visa holders. In just a few months, it has grown to more than 500 members, showing the strong demand for trusted, practical financial guidance. I have also seen similar needs from retirees through the 1818 Society. As a Board member I want to help shape a Credit Union that does even more to tailor products, digital tools, and services to meet the evolving needs of its members.

Education: Ph.D. (Economics), Massachusetts Institute of Technology, Cambridge, MA; B.A. (Public and International Affairs), Princeton University, Princeton, NJ.

Current Job Title and Employer: Lecturer, Consultant, Johns Hopkins University- Consultant, World Bank; Retired from International Monetary Fund.

Relevant Work Experience: Led and contributed to financial sector assessments of Canada and Denmark and, as Deputy Director in the Monetary and Capital Markets Department of the IMF, oversaw about 70 such assessments worldwide—covering financial risk analysis, regulation and supervision, and crisis management. Co-authored the chapter on IMF stress testing in the Handbook of Financial Stress Testing (Cambridge University Press, 2022). Economist at the IMF for 32 years. Currently teach economics—including money and banking—to master’s students at Johns Hopkins University and guide middle school students through a personal finance simulation program as a volunteer with Junior Achievement Finance Park.

Candidate’s Statement of Desire to Serve: As a long-time member, I value the credit union’s commitment to cultivate and enable shared prosperity through trusted financial services. Serving on the Board represents an opportunity to help ensure that these objectives continue to guide our growth and innovation. Over my 32-year career in economic and financial analysis and policy, I have developed a deep understanding of how sound governance and prudent risk management sustain financial strength. I would bring to the Board a strategic, evidence-based perspective and a collaborative approach to decision-making. I am committed to advancing the credit union’s mission of member-centric service, financial education, and ethical practices in all aspects of our work.

Current Job Title and Employer: IFC Retiree, Self-Employed, Holds Positions on Boards and as Senior Advisor.

Relevant Work Experience: Strong financial institution and banking background (IFC investing and advisory, Board Member on one of largest ASEAN banks including Chair of the Risk Committee). Deep knowledge of BankFund from 6 years on the Board (and all Committees), 2019–2025. Fintech experience (Advisor to WorkFusion, a leading AI-enabled virtual worker company with relevance for BankFund operations for KYC/AML/OFAC and regulations). Board Chair and Committee Member of the largest eyeglasses and eye care focused social enterprise in the world - New York based VisionSpring operating in Asia and SSA. Senior Advisor roles for UN Women and UN OPS. Visiting Fellow at Cambridge University.

Candidate’s Statement of Desire to Serve: I served on the BankFund Board for 2 terms (6 years), from 2019–2025. After a one-year gap, I wish to recommit to this role. During this time, I served as the Secretary (2 years), on the Finance Committee (all 6 years), Member Services & Technology (all 6 years) and Human Resource (several years) essentially all Committees. I also sourced several candidates for Board authorized Committees like the Supervisory and Credit Committees. I have a total grasp of the pros, cons and issues facing the CU and have a lot more to contribute to make the BankFund the “leading CU” in the country. I currently sit on Board of Financial Institutions (e.g. Board Member and Chair Risk Committee of the largest bank in the Philippines), advise leading AI oriented FinTech’s (e.g. WorkFusion), advisor to UN agencies, and involved in Academia. All strong complements to the role at the CU Board.

Current Job Title and Employer: Assistant Director/ Chief, Regional Studies, AFR, IMF.

Relevant Work Experience: As a seasoned economist and Board Director at BankFund Credit Union, I bring global leadership in finance and macroeconomics. With over 25 years at the IMF, I led financial surveillance and capital markets development work across 20+ countries, addressing stability and growth challenges. My experience helped shape policy responses and capacity building for central banks and ministries. I have expertise in finance, sovereign debt, reserves management, and sovereign wealth funds. I recently co-authored a book chapter on FinTech and made a presentation on stablecoins and their potential impact for credit unions.

Candidate’s Statement of Desire to Serve: I am committed to advancing the mission of BankFund Credit Union by drawing on my experience as a Board Director and committee member. With over 25 years as a member, I deeply value our non-profit, member-focused ethos. In today’s environment of high interest rates and economic uncertainty, I am prepared to help guide decisive, informed actions especially given our concentration in real estate and fixed-income investments. I believe continued investment in digital technology, cybersecurity, and AI is essential. I am ready to contribute diverse, relevant perspectives to help the Board set policy and steer BankFund toward sustainable growth and service excellence for all its members.

Education: D.Sc. in Information Management - George Washington University.

Current Job Title and Employer: Manager—Workforce Solutions, World Bank Group.

Relevant Work Experience: IT professional with over 25 years of experience including IT strategy, program management, governance, shared services agreements, information security (serving as IFC’s CISO), management of IFC’s Total Resources and Budget & Finance network. For the past five years, I have been in charge of the IT unit developing, operating and supporting a large suite of the World Bank Group’s HR and Finance and Accounting applications and systems. I believe that I can leverage my experience in information technology and my deep knowledge of the WBG to improving access to BankFund products and services to its global membership.

Candidate’s Statement of Desire to Serve: Growing up during the civil war in Lebanon and currently living and working in the United States has given me a unique life perspective, appreciating what I have, aspiring to be the voice for those that have no voice, and taking pride in serving others. On a personal note, I am thankful to BankFund for approving my first-ever mortgage loan and supporting my banking needs since then. I am currently serving on the BankFund Board and it would be a privilege to have the opportunity to continue serving on the board and contributing my skills, energy and commitment to continue meeting the evolving and unique needs of our members.

Current Job Title and Employer: Retired World Bank.

Relevant Work Experience: I have been on the BankFund Board of Directors for three years, serving on the Finance and HR Committees, and as Board Secretary. I have 38 years’ experience in financial services in the public and private sectors. At JP Morgan Chase (JPMC), I held increasingly responsible positions in investment banking and served on the Board of Directors of two JPMC subsidiaries. I was subsequently a Lead Financial Sector Specialist at the World Bank, working with policymakers and regulators on building sound, inclusive financial sectors. Since retiring, I have continued to work on financial market development as an independent consultant.

Candidate’s Statement of Desire to Serve: In my 25 years as a member of BankFund and my 3 years on the Board, I have come to greatly appreciate the management of the credit union and the products and services it offers to its unique membership. I believe that the depth and breadth of my professional experience allow me to make a positive contribution to the work of the Board during this challenging period for financial service providers and for our sponsor organizations. I have practical knowledge of key aspects of a Board’s responsibility, including in risk management, asset-liability management, governance and compliance. I have remained current on recent trends in the industry, including developments in digital banking, AI and FinTech’s. I would like to continue to bring this experience to bear in ensuring that BankFund provides its members with up-to-date, convenient, and cost-effective products and services that meet their evolving financial needs.

Anthony has been with the credit union since 2021 and has more than 25 years of experience in the financial services industry. With a background as both a personal banker and a loan officer, Anthony brings a well-rounded perspective to each member he serves.

His approach to the home loan process is centered on building strong, lasting relationships based on trust, respect, and clear communication. Anthony takes pride in being a dependable resource, explaining each step thoroughly and helping members feel confident in their decisions.
